I think that is because the bowsprit was added on to an older boat and the fore stay doesn't run out to the end of the bowsprit, it is still attached at the actual bow. Notice that the bow pulpit doesn't extend out over the sprit, and the jib isn't out over the sprit either.

I picked up a 1992 Com-Pac 16 with essentially no sails and a 2HP motor that wouldn't run consistently (plus trailer) for $800 last winter in WI. So their asking price isn't insanely cheap, but it might be a good deal.
