Would either a trailer for a CP 16 or CP 23 be suitable for moving a 19 II one time from CT to NY?  What are other options available, if any?

Can't give you a specific answer to that. You want to be certain that the hull is properly supported in the right places. And you want your boat to stay solidly in place without any movement during transport. Might be a good investment to find a trailer designed for your 19 II. Another option might be a good flatbed trailer on which you could build a solid hull support structure. Or hire a reputable boat transport outfit. Whatever you do, you want to have peace-of-mind during transport, and a feeling of delight when you get her home.

I would not put a 19 on a 16 trailer.
But I'd put a 19 on a 23 without question.
You have rollers or slab for the keel to sit on, and long keel bunks and a winch with a vee block and a jack.
No big deal.
Building a crib on a two axle flat bottom trailer with everything chained down will work.
We did this for a 'haul' from Penn. to Wisconsin. No problem. A 26 foot Coronado.
There's the plan, there's my boat [add 6 foot and two foot higher] there's the trailer [trailer is loaded with seaweed compost from the city for the gardens] and Expedition.

A little trick so as NOT to push the vee block on the dolphin under the bow sprit.
