The CP-23 I just bought I had to rig everything. The question I have is any other sailboat I have had the mainsail always feeds into the grove on the boom. This mainsail has a plastic foot at both ends of the mailsail that feeds into the boom with no others inbetween. The rest of the sail doesn't slide into the boom. There is a rope going thru the bottom of the sail but it is too small to stay in the grove.

I am I doing something wrong or is that the way it is?

Sounds like you have a loose footed main. The small line in the foot acts the same as the leachline. You will need a purchase on the outhaul as you are likely to play with it more that when you  just had a shelf which we tend to set and forget.  The rest is just the same as having a shelf and a bolt rope on the boom. Hope this helps.
Happy sailing.
