Best wind range for Sun Cat

I am just curious what your sailing wind range is, by your Sun Cat. My range maybe 0~Approx 30 knot. Actually if the max becomes over 25 knot, harbor master denies checking out small boat in my marina for safety reason. I can disregard them and sailing out to the sea but I do not have any reason to against their suggestion. So I do not have experiences to sail in the very hard weather, recently. For Sun Cat, I think 15~20 would provides nice relax time, and 20~25 provides more fun sailing. What do you think?
