I found some interesting information on Hull Identification Numbers it seems to explain the disparatity between some of the boats numbers. It can be found at :

In part, it says there are two sets of ID requirements for manufacturers, one assigned between 1972 and 1984; and another that became the norm after Aug 1984.

Thanks for the link.   It is a good explanation of the HID and it's origin.

Regarding my own ID ( ABV 01247 M80K ),  I was confused about the "hull serial" number, given that it started with a zero.  Now, it makes sense because of the link that you gave, which pointed out that it must always be a 12-character ID, so zeros make up for the missing digits. :-)

I am still confused about the "M" however.  I see many others that have the M as well.  Does anyone know what this letter represents?

Luckily, there is no month with this letter, so I know that the "K" at the end must be the month (June, in this case).

If I'm reading the HIN correctly. Your boat was made in 1980 and therefore was numbered according to the 'old' regulations. (The Coast Guard has a document that goes into some detail, including some information that says some manufacturers did not compy with the new rules. See : http://uscgboating.org/recalls/pdfs/BSC70.pdf

The 'M' on your boat is, I think, an indication that they used the optional method of identification. The M didn't signify anything and the 80L means made in June of 1980.
I did read somewhere that the M meant date Manufactured.
Hope that is clear.

Bought Aug. 2007. This was the boat for sale on EBay. Bought from Jeff Adkission in Marietta Ga. Jeff bought in 2001 from Jeff Woodson, Chippewa Falls WI. Jeff Woodson  bought boat in 1995. Not sure of rest of history, but still a shadow of a MN registration number on the bow.
All Original Equipment - Including Sails and trailer. Motor is a 1972 Johnson 4 HP 50th Anniversary Edition. Mechanic said is in great shape.
