I tied 6 gallons of fuel to the deck of my Suncat back in the day for a trip to Okracoke; two 3-gallon containers. This was for a 2-stroke, and I just about used it all, had to get more in Okracoke.

It's a valid point, but I think there's plenty of room on a 23 to bring the fuel.

Cruised extensively thousands of miles, up and down the East Coast ICW several times Norfolk to Florida, and across to the Bahamas twice and never had a fuel availability problem 'cause I carried my own.

Regarding FUEL. If there is a will, there is a way. I mounted strong cross boards with stainless "U" bolts between two stanchions forward of midships both port and starboard. Six (6) large plastic fuel containers were strapped down and against these boards, 3 on each side. Carry a single type of fuel or whatever mix you like. I carried 20 gallons of extra Diesel in 4 of them and 10 gallons of gas for outboard use in 2.  Wife made heavy duty off white canvas covers for the cans to protect them from UV damage. NEVER HAD A PROBLEM WITH FUEL AVAILABILITY OR THE STORAGE METHOD. If you have a diesel, get and use a "Baja Filter" funnel to filter out dirt and water when filling your tank.
