Has anyone jury rigged the boom so that it is secure on either the starboard or port side while resting at dock. The topping lift is up but it would be nice just to have the boom securely out of the way with out the fear of an 'at port jibe'.

Not exactly. On my 16, I used to tie the topping lift off so the boom was raised up high, then cleated off the sheet with the normal sheet cleat.  So it got it high, but still centered. Good enough to work on the boat or just sit around at the dock.

I never did it at the dock but I swing it off to one side with the topping lift attached and lash it to a shroud almost every time I drop the hook and hang out.
