Headsail sheet tracks

My 1981 Compac 23 has two head sail sheet tracks on each side of the boat. The longer one is aft of the last side stanchion and a shorter one is just forward of the stanchion. They are not connected. A 1984 CP 23 across the dock from me has only the longer one on each side. All four appear to be original equipment.  In addition, there are two fixed fairleads mounted on the forward part of the coaming about in line with the hatch board. There are none of these on the 1984 CP. I can think of any number of uses but since a newer boat does not have the same hardware I am left to wonder. The sails are pretty much standard, nothing unusual about them.

The fairleeds that are mounted to the cockpit combing are for a small jib and you run the sheet lines inside the shrouds when using the fairleeds.
There is only one sail track on each side.
Depending on the cut of your jib the track may have needed to be extended forward for proper sheeting angle.
