Only issue was water coming into the cockpit via the centerboard jam cleat. Normal???

Yes, particularly at speed or if heavily loaded.

Yep, particularly if motoring or with excess weight aft.  Should be minor and cockpit should self drain without accumulation.

One time when very overloaded (6 adults, and not all lightweights) we actually buried the drains and carried several inches of water in the cockpit. But normally, yes, expect some water by the centerboard in those conditions.
