Centerboard Line replacement?

I'm becoming concerned about the centerboard rope/line. How often does it need to be replaced (I've never looked at mine)? Also, we now have our "yacht" in the water for the time being (being that it's great sailing weather!). Is it best to leave the board up when tied off at the dock-trying to keep the line above the water line (?), or leave it down-which adds for more stability?

I would definitely pull the board up all the way.  That way the board won't bang around as much putting unnecessary wear on the pivot pin.
