kickup rudder control arm

I've seen this somewhere, but can't find it. Has anyone made and/or purchased a kickup rudder control arm.  The arm allows you to raise and lower the rudder at any depth and holds it in place.  It will release as designed if you hit bottom.  I have the Ruddercraft foiled rudder on my CP19.  I recently read where the Eclipse rudder control arm can be fitted on a CP19; I've emailed Gerry to inquire...
