I would like to know the fastest speed the compac 16 is rated thank you

Your looking for hull speed, about 5.5 knots on a good day. If the hull was longer, and maybe narrower she'd creep up in speed a bit.
I did not do the calculations.

On a good wind day with a clean bottom, well adjusted rigging and sheets, new sails, foiled rudder--6 knots speed over ground-assuming no opposing current, is the most you can expect. That is assuming you, the skipper, know what you are doing. These are ideal conditions. In practice if you are planning a trip and want to calculate cruising time, figure 4 knots as an average.  Less if you are not experienced, have old sails, standard rudder, dirty bottom, etc. these are cruising boats, not racers

They do 70 mph on their trailer no problem.

The simple hull speed calculation is: Speed in knots = 1.34 * sqrt(LWL)
The CP16 has a LWL of 14', so the theoretical hull speed is 5.01 knots/hour, about 5.77mph

On the water, I think the fastest I had my 16 with worn sails and flat rudder was 5.5 mph.

Nate--Yep, that's about right. 

I do believe the CP16's can exceed their theoretical hull speed with the right setup, wind, and skills. 
But ideal conditions are rare, and 5 knots-perhaps a bit less, is about all one should expect from the average CP16.

Rich Hutchins told me a couple of days ago that they believed about 40,000 people have owned, over the years, a Compac 16. This tells me they get traded often, and unless your boat has been setup well by a former owner-hopefully the last one, who knows what speed any individual boat can achieve.   Also put an experienced sailor in any boat and he's faster than someone without as much knowledge on using everything to it's advantage.

My 16 is no speedster and on a good day I can hit 5 kts on the GPS .My son will change the setting on the GPS to read mph and he says it just feels faster to do 7 mph . All I can say is truely my 16 is a lot of fun to sail and speed for me is just a extra.  Rob

This last year with my new handheld GPS it has been a blast sailing and being able to see the small  increases in speed by making adjustments in the sail or pointing closer to the wind, have mounted my Garmin in the cockpit and remove when not in use, according to my GPS I have achieved hull speed a number of times and with perfect down wind sailing  and a following sea got to 5.8 mph...........................nies
