What are the options for mounting a permanent swim ladder?

Sal,

The bolts are through bolted all the way through. On the 23 be ready for some contortions as you have to climb into the seat locker to get to the backside. It gets painful standing on your head working down there. I did it replacing the gudgeon and again mounting blocks at the rear for my spinnaker and drifter. Open the other side for some breeze.

Good thought, can't say I could hang onto the thin line...the line is only to pull down [ unfold ] the ladder. Getting to the ladder in a timely fashion is the problem after that. I'd just figure I'd grab the line while in the process of going overboard.

And Saluki86, yes the transom is maybe 3/8 of an inch thick so drilling clean through the fiberglass transom and it's plywood reinforcing plate fiberglassed into that area of the transom and sealing the bolts in the holes is necessary. Use a good back-up plate on the inside right over the factory plywood; strength is all about spreading out the weight.

I think a better bet would be towing a line that if tugged on unlocks the tiller or kicks up the rudder. Then the boat would head up and it would give one a chance to get back to the boat. Would be pretty easy to do this with my tiller lock but a little harder with the tiller pilot.

Skip, you could just tie it to your snow blower pin. Just a thought.

I too have the factory ladder.works great except a bit hard on the feet. Gonna rig some steps soon, or at least pads.

I use a folding ladder/steps pictured below.  I can move this from the transom to hull side, in which case the ladder extends well below the waterline, making it much easier to board, either from the water or when the boat is on on the trailer.  I also use the hardware across the transom to mount a gallows for the mast.

Unfortunately the folding steps are no longer manufactured- I found mine on ebay.  I believe the manufacturer was Wesbar??
