1987 CP16 Tiller Question

My 1987 is a project boat and a friend has agreed to refinish the tiller.  It's not delaminating, although some layers have pitted.  First question:  Anyone know what materials were used?  Second question:  What's the best refinish?  It's structurally sound.

I'm guessing sanding and spar varnish, but open to fellow owners' suggestions.  Thanks in advance!

It's probably made of white ash and mahogany, but impossible to tell without looking at it.

Yep, sanding and spar varnish.  You could also use Cetol light if you to lighten the color a bit (more orange/golden like the teak). 
But with a cover to protect it from UV, just spar varnish looks the best, IMO.  4 or 5 coats sanding in between should make it real nice.
