16 Sole / Keel

Just bought a 16/3  '91, and the cabin sole has been reglassed over.  I am wondering, having had a 19 where the top of the keel/concrete was accessable (and a sump sort of), what the 16 looks like under there?  Will water from the anchor locker, etc. sit under therel, or is the keel top flush with the glass/bottom?
