Does anyone here know what model year was the start of the 23/4?  I have google boxed searched several times and can fine info on 1,2, and 3 but not 4.  Thanks

Your best bet is to contact Hutchins directly for that information.  I have a 23 IV hull number 644 originally commissioned 4/2005, but I don't think it was the first one.

The very first Mark IV was hull no 639, a 2005 model. It had all the features in the current model except for the rigid bobstay under the bowsprit. I owned that boat.
