port light frame finish?

Does anybody know how to restore the finish on the round port light (port hole) frames?  I've tried cleaning them up but they have ended up with a blotchy, uneven finish.  What are they supposed to look like anyway?

I have not reached that stage in upgrading my "16" but I think I'll treat it like I plan on doing my mast and boom.  Steps for that are:

a.  Wipe frames with rag soaked in acetone.
b.  Sand with medium-grit emery cloth.
c.  Since my frames are aluminum I'll use an acid-type primer.
d.  Final coat will be a Midnight Blue acrylic-enamel paint  since that's the color I want to paint the mast and the hull.
