Accessing chain plates

After our last rtip to SoCal some rust stains were coming down from the chain plates. I'd like to remove, clean up and rebed them. Before digging in any words of advice? When I pull the inside liner are they easily accessible?

Once the inside liner is out the chain plates are right there.
