27/2 Outhaul

I finally got my new-to-me 27/2 home and am going through trying to figure out and correct all of the things the POs have done.

One thing was the outhaul was disconnected from the clew and replaced by a large turn-buckle, so pretty much not adjustable while sailing. The outhaul wire is still there and I noticed the sheave is ready to be replaced which may be why it was disconnected.

The other end of the outhaul line (which is rope) exits the boom at the gooseneck and the line is just coiled and hung up on the mast.

Where was the outhaul line originally controlled from or cleated?  It is an Isomat boom.

On my 27/2 there is a lever at the gooseneck that holds tension on the outhaul. I don't have any mechanical advantage to adjust it, I just pull or release it. I've attached a picture.
