Restoring a 1998 Com-Pac 16cb (a Raven) here in Lancaster, PA
2 questions

1.) how can I fix the uplift line/cable for the centerboard...it goes down in the bowels
     of boat through a metal tube...BUT how can I get into those bowels to attach a
     new line/cable?
     without using either a scuba gear or lifting the boat off trailer

2.)  solve that #1 and now how can I put an electric bilge pump into the lower parts of   
      this craft

I have moved the mainsheet to the transom on a stainless traveler similar to the Com-Pac Legacy...less than $100...Thanks to Defender parts connect to two stanchions at transom

You will probably need to have the boat lifted on a travel lift to get to the centerboard cable.  Attach the new one while it is up and then use the old cable to run the new one but attaching them together. 

Most of the Compac boats don't have an electric bilge pump.  My 23 doesn't have one and she sits in the slip for 6 months a year.  The bilge stays bone dry.

I have done this many times on a Suncat, a Precision 21, and a Seaward Slipper 17.

My method was to find about 3 foot of water, sandy bottom, as clear as possible. I took a coat hanger, straightened it, and tied a messenger line to it and poked it through from above.

Then, I put my mask on, dived down, pulled it through.

Next, came up for air with the end of the long messenger line above water, taped the actual line I was to use onto it.

Then, I went on down, tied the real line to the centerboard; I used a bowline, but there are other smaller good knots if you know them.

Next, back up into the cockpit and pull the other end of the messenger up until you have the real line in hand, and put a big ol' stopper knot in it.

Vee-ola!

spoke with Gerry (owner) at Hutchins...great guy
these were his thoughts too
no bilge necessary
and replacing centerboard line either get off trailer
or find that shallow water

Picking up this old thread. Time to check/replace the centerboard lanyard on my CP 16. I will try the shallow water approach since there is no lift capability at my marina.
Question, where the line attaches to the center board, did you find a small shackle or other fitting, or just a hole through the board?

On my 2008 Picnic Cat and 2014 Horizon Cat there are small shackles.  I dove to replace the line and used a buntline hitch to secure - fast and simple to tie while holding one's breath and very secure - so secure that it'll have to be cut off next time. I do it about every 3 years.

Thanks Andre, I like the buntline. Good knot and I can tie it quickly and snug up on a second breath if necessary.
