Rudder post steering platform broken loose

The photo is a side view of the vertical  port side of the table, the steering quadrant if you could see it would be horizontal across the top.
The hose is the exhaust hose which goes up from the muffler, then droops back down to the exit at the transom.
I could not get to the top/back behind the steering quadrant without removing it, so nothing has been done there.   That part has a tab to the hull as well, but it's still broken away.

After thoughts.... 
If the rudder tube had failed, then what?  The boat would have had a hole in the bottom, and probably not one you could plug with a tapered wooden bung (which I have tied to all my other thru hull fittings).  Besides, would you want to crawl back down under there with water gushing into the boat, get trapped, and drown?
An option would be to jump overboard and stuff the hole from the outside with rags and etc, and try to stop it.
Plan B, if you can dump the rudder completely, is to make a "diaper" from a tarp and put it under the boat.  Holding it in place with some lines, the water pressure will push it up against the hole and slow or stop the leak.
I carry a couple of tarps in the boat for that reason.  Another thing I'm going to start carrying is a little more spare lumber, maybe a couple 4' lengths of 2"x2" just in case I need to McGyver up something in an emergency.
