The com-Pac 19 ports are 4 inch and do open, and have screens. Two dogs screw down on the paws to hold them tightly closed.
A standard hasp in the overhead hold the glass and bezel open for ventilation. Can be found in the West Marine catalog.

I think but don't know for sure that the CP-23 has the same ports.

I Vaseline the rubber surrounds to keep them soft and supple for a good seal. When mounted the ports have a slight angle on them and during a boat cleaning or rain tend to gather up a pool of water. Don't want that dripping inside the boat.

Billy

The older CPs onle have one "dog" on the side and the swing like a door. Not up like a awning. But I'm pretty sure they are the same size and the same on the 19s and 23s.

Since the port is round then can't the port be positioned so the 'one' paw and 'dog' can be at the top?
I'm guessing that the fasteners are equally spaced around the port.

Yes they can. The factory position is as Billy notes. But, yeah, I guess one could spin them 90 degrees so the hinge is at the top. I like them as they are because they stay open all by themselves. Because of the slight angle of the cabinside, the door stays open about 90 degrees.

HideAway

HideAway has ports that hinge from the top with one dog at the bottom.   I stick a clothes pin in to hold the port open then hang a small bucket from the pin.  It lets the air in and the bucket collects any rain water.  The ports have screens.  And yep I did a short video on them a couple of years ago.
