C23 -- forward mast rake ?

   How do we rake forward the mast ? Never done this before .Hutchins says it is the correct way to rig this boat , specially
for reducing the heavy helm.

You want to adjust your lower rear side stays and back stay longer.  Tighten the forestay until the jib halyard hangs about 3"-4" in front of the base of the mast.  Adjust the back stay until there is just a little flex in it when you push on it - then readjust all the lower side stays.  This should give you about a 3 degree rake forward that will help relieve the weather helm.
