Paint the bottom

Hey!
Found a nice CO -19 I want to make an offer on.

It's been bottom painted and moored for several years...so the bottom is rough and bumpy.

I plan on trailer sailing it....what can I do to best restore the bottom to a smooth, nice finish.

Will sand as necessary, then what?

been discussed many times.  Do a search using "bottom Paint".  Much will come up. 

What you do after you strip and sand the old off depends primarily on how long you plan to be in the water at any given launch.  It can be from wax only to epoxy barrier coat, anti fouling bottom paint and several options in between.
