All the NOAA charts are available free of charge. You want the RNC type.

What you need is a program to read them. Try the free trial version of Coastal Explorer.

If you want paper charts you have to buy them.

Also you should download the Coast Pilot, free.

Another free chart software is Sea Clear II. While its a little clunky to get it working, it seems like a great product for the price. It now includes AIS data if you have the feed

GPS's that are compatible with the Maptech Chart Navigator Viewer.

SEA Clear chart viewing software can also be used to make a chart from a picture.
 
Mac and iPhone users will want to checkout GPSNavX and iNavX.
 
Smartphone and Pocket PC users might do well to checkout Pocket Navigator from Memory Map.
