Purchase the rubber scupper valves, which can be bought from Hutchins, and that will stop. 4 screws on each one, and use Life Caulk or another similar style caulk to seal them to the boat. the scuppers prevent water intrusion from the outside but still flap open to allow the water to evacuate.

Just got my 16 in the water for the first ever this weekend. We have no flaps or plugs. Had 450lbs in the cockpit ( mostly me aft). And my copilot sitting on the teak floor. Since she didn't complain of a wet bum I assume no water was getting in. We did have about 150lbs of crew on the bow as well. So I bet balancing things out would help.

Tho I was in the boat alone when we put in and 300 pounds of me lowering the motor didn't let the water in either..

If you use plugs, just make sure at the sail end that you pull them out. I had a bath tub once when I didn't remember, I'm lucky it wasn't worse.
