Brackish - Thank you for illuminating the discrepancy of my statement. I should have said "meets USCG requirements".
Your post spurred me to do some more research and the regs. are extensive but here is one paragraph of note that may bear on this topic:

14?20.
The construction of lights and shapes and the installation of lights on board the vessel ‹ shall be to the satisfaction of the appropriate authority of the State whose flag the vessel is entitled to fly › ‹‹ must satisfy the Commandant, U. S. Coast Guard ››.

So is that what empowers the local marine police to enforce these requirements although they are derived from the USCG regulations.
