Here are a couple of pictures of the emergency rudder.
It easily turns the rudder when the quadrant is not connected to the wheel. It will also turn the rudder and wheel when there is no load on either. I have not tried to use it when sailing. It does not have much leverage and the tiller cannot be extended past the pedestal if you remove the wheel.
