are there mud/snow tires that make a front wheel drive tow vehicle less likely to slip on wet ramps?

You need to realize that towing, and especially pulling a boat out of the water, with a front-wheel drive vehicle is a physics tug-of-war. The weight on the hitch is reducing the downward force on the front of your vehicle, causing your traction to go away. If you are going to invest in new tires, just for the sake of better traction on the launching ramp, you might want to consider a weight-distributing hitch system instead. I don't know the cost, but it would actually go a long way toward solving your problem.
