Under ideal conditions what could one expect for a top speed from a 23/4 class

Hull speed is roughly 6 knots on the 23s.

The Compac 23-2,3,&4 all have the same hull form and sail plan.  The original ComPac 23 has a different sail plan because of a foot shorter "J" dimension, (no bowsprit) but has the same hull form.  The theoretical hull speed for all models is 6.02 knots.  Certainly under certain conditions it can go faster, but for comparison sake to other boats, the theoretical hull speed is a constant.

The displacement was revised for the 23/IV, however, there was no design reason for it, just catching up with reality.
