Title: What material can I use over the ballast?

What material should I use over the ballast? There is a coating on the ballast and I?ve noticed a small amount of water near the compression post on the covering. There is also a hole leading to some sort of bilge

It's a glaze epoxy used on bartops and things like that.  Either that, or some of that garage floor epoxy coating might work

If the substrate is damp, and your ballast concrete probably is, you need a product designed to adhere under those conditions. I used WEST System G-Flex and was very pleased. Ordered it from Defender. Before applying, I wire brushed the concrete surface, vacuumed, and wiped with acetone. Also used acetone to remove the original gray bilge paint, and scuffed up the fiberglass sides of the bilge with 80 grit by hand.
