My sailing experinece is in warm Texas waters where bottom paint is a must. However, I live in Colorodo now. Does anyone have info re: cold water mooring (lake dillon Colorado) and the need for bottom paint in this environment?

I've sailed and been around boats in Michigan for many years. We have water that ranges from warm inland lakes to deep cold Canadian shield lakes. Lake Superior is always cold. Any boats I've ever seen that are kept in the water for the season are always painted with anti fouling paint. Boats without anti fouling look nasty by the end of the season.
You could check with the locals and see what they have to say too.
